Ventura County and Los Angeles

Where we work, and the rules in each city.

We are based in Simi Valley and build across Ventura County and Los Angeles.

Every city has its own rulebook for oak trees, retaining walls, fire zones, HOA review and water rebates. Below is what we have checked, city by city, with links to the sources.

Rules that apply almost everywhere

  1. Under California's residential code, a retaining wall up to 4 feet tall, measured from the bottom of the footing, generally needs no building permit unless it holds back a slope, driveway or structure. Zoning height limits still apply, and some cities and counties set a lower trigger.

  2. State rules for the first five feet around existing homes had not taken effect as of October 2026. Some fire departments already set rules for new buildings and rebuilds. We plan around your city's current rules.

  3. Most turf rebates must be approved before you remove the lawn. Starting work first can cost you the rebate.
